Requirements (mandatory):

The candidate must meet the applicable acceptance criteria of the competent authority, and in particular:

• Practical experience and a thorough understanding of the application of European aviation standards and regulations,
• Training and experience in compliance and safety management systems,
• Have undergone training and have experience in conducting audits,
• Training and experience in safety investigations and root cause analysis,
• Proficiency in French and English,
• At least 5 years’ relevant professional experience, including 2 years in the aviation sector in appropriate roles,
• Hold a five-year post-secondary qualification (BAC + 5) or a three-year post-secondary qualification (BAC + 3) in a field relevant to the aviation industry,
• Strong skills in teaching, communication and diplomacy,
• Ability to work both as part of a team and with a high degree of autonomy.

Responsibilities – Compliance Monitoring Manager, Technical Department (Part-CAMO & Part-145):

The Compliance Monitoring Manager is responsible for monitoring compliance with all applicable requirements, standards and procedures relating to the management of aircraft airworthiness and maintenance within Chalair Aviation. To this end, they possess the necessary qualifications, authority and independence to carry out their duties.

The Compliance Monitoring Manager is responsible, within the OGMN and the OE, for:

• Implementing the compliance policy established by the Senior Manager,
• For ensuring that feedback is provided to the Senior Manager to guarantee that corrective action is implemented effectively and efficiently following the identification of any findings arising from compliance monitoring,
• Establishing and implementing the compliance monitoring programme covering all activities of the OGMN and the OE CLG, as well as their subcontractors and contractors,
• Communication and coordination with the Designated Managers for compliance and risk management, in conjunction with the Safety Management Manager,
• Communication with all staff of the OGMN and the OE, to ensure an appropriate level of information regarding the organisations’ compliance,
• Establishing and implementing a training and information programme on compliance monitoring for all staff of the OGMN and the CLG OE,
• Updating documentation directly relating to compliance monitoring,
• Monitoring external developments affecting the OGMN and the OE CLG, and relating to compliance monitoring,
• Implementing the policy on the management of subcontractors and contractors, in collaboration with the Security Manager and the Designated Managers,
• Coordinating relations with the Competent Authority,
• Managing findings arising from the implementation of the internal compliance monitoring programme and monitoring by the competent authority,
• Organising Management Reviews and Compliance Review Boards (planning, preparation, reporting, follow-up on actions),
• Issuing, renewing and withdrawing security clearances for OGMN and OE staff,
• Monitoring the files of all authorised staff,
• Creating and updating authorisations and distributing them to the relevant personnel.

Responsibilities – Safety Management Officer, Technical Department (Part-CAMO & Part-145):

The Safety Manager is responsible for carrying out all tasks relating to safety management within OGMN and Chalair Aviation’s OE.

The Safety Manager is responsible, within OGMN and the OE:

• For the implementation, coordination and day-to-day management of the Safety Management System (SMS), on behalf of the Responsible Manager and the Designated Managers,
• Establishing, implementing and improving safety procedures,
• Implementing the safety policy established by the Responsible Manager,
• For providing feedback to the Senior Manager to ensure that corrective action is implemented effectively and efficiently following the identification of any findings arising from safety management,
• Managing findings and actions resulting from the implementation of the internal safety management programme,
• Establishing and implementing a training and information programme relating to safety management for all staff of the OGMN and the OE CLG,
• Updating documentation directly relating to safety management,
• To monitor external developments affecting the OGMN and the OE CLG, and relating to safety management,
• Implementing the policy on the management of subcontractors and contractors, in collaboration with the Compliance Monitoring Manager and the Designated Managers,
• Co-ordinating relations with the Authority,
• Establishing Safety Review Boards and Safety Action Groups (planning, preparation, reporting, and monitoring of actions),
• Facilitating the identification of hazards, risk analysis and risk management, both internally and externally (third parties, subcontractors, contractors),
• Ensuring the implementation of risk mitigation measures,
• Providing regular reports on safety performance,
• Participating in analyses relating to safety incidents,
• Ensure that investigations into incidents and accidents are initiated and followed up.

Status: Manager, permanent contract
